In 2025, Washburn County EDC partnered with CEDA to assess local housing needs through surveys, community meetings, and focus groups. The findings were clear—year-round residents face a serious housing shortage. With vacancy rates below healthy levels, the county risks population decline without immediate action.
Population growth has been driven largely by retirees and seasonal residents moving in, while working families struggle to find affordable, move-in-ready homes. Many existing houses need major repairs, and new modest housing is scarce. Schools are seeing declining enrollment, the median age is 52.4, and employers—especially hospitals, senior facilities, and schools—struggle to attract and keep staff.
Rental housing is also in crisis. Only two market-rate apartment buildings exist in the county, and all multi-unit rentals have long waitlists and no vacancies
